What is a District Policing Partnership?

A District Policing Partnership (DPP) is a partnership between the local Council and representatives of the local community which was established under Section 19 of the Police (Northern Ireland) Act 2000.

What is the purpose of a District Policing Partnership?

  1. To identify local policing issues
  2. To establish policing priorities for the local policing plan in conjunction with the District Commander
  3. To monitor police performance agains the policing plan
  4. To develop a practical way of gaining the co-operation of the public in working with the police to prevent crime and protect the public
  5. To act as a forum for discussion and consultation on matters affecting the policing of the district.

How can I submit a question to Belfast District Policing Partnership?

Members of the public have the right to ask questions of the police, through the Chairmen of the Sub-Groups.  All questions must be submitted in writing and are welcomed from any person living or working in the City or any person directly affected by the policing of the City.  As far as is practicable, all questions received by the DPP will be presented at a meeting in public of the Sub-Groups, unless legal or other specific reasons prohibit their consideration.  If the names and addresses of persons submitting questions are included, they will receive an acknowledgement and a written response.  Alternatively, any member of the public or any organisation may choose to ask a Member of the DPP to raise an issue or ask a question on their behalf.  Again, if a written reply is required a name and address should be included.

In order to ensure that your question is tabled at a Sub-Group meeting in public it must be received in writing or by e-mail by the Secretary to the District Policing Partnership at the undernoted address at least ten days before the date of the meeting.  In addition, for those persons with disabilities or who have some difficulty in submitting written questions, facilities are available within the same time period for having a question recorded at the telephone number listed below.

Who can attend meetings of the District Policing Partnership?

Members of the public are welcome to attend all meetings in public of the DPP and its Sub-Groups, at which the Police Service of Northern Ireland District Commanders will present reports on the policing of the City and respond to questions put to them by Members of the DPP.

Who can apply to be an Independent Member of a District Policing Partnership?

The District Policing Partnership is inclusive of the entire community, however, the following people cannot apply to become an Independent Members of a District Policing Partnership:

  • Police Officers
  • Members of the police support staff
  • Members of the Policing Board
  • Council employees
  • Anyone who has been convicted of an offence and has been given a sentence of imprisonment, whether suspended or not.
