Newtownabbey DPP came into existence in March 2003 and has a total of 19 members. Members hold office until the date of the local general election following his or her appointment.

The 10 Elected members were appointed by Newtownabbey Borough Council in accordance with Schedule 3 of the Police (NI) Act 2000.

The 9 Independent members were appointed by the Northern Ireland Policing Board from persons nominated by the Council in compliance with Schedule 3 of the Police (NI) Act 2000.
